Players need to complete a mission called Soirée Secrets. Soirée Secrets can be started by talking to the NPC janitor hanging around the Daily Spin station and the Adidas store, who will appear near the Daily Spin and Adidas store wearing a dark blue staff shirt and dark gray pants.
